最近世界衛生組織透過各種管道呼籲全球各國重視，並提早準備禽流感大流行病可能在世界各地隨時爆發，且可能導致數百萬人的死亡與無以估計的經濟損失。醫院本身乃是流行病大規模傳染的主要途徑之一。為了因應未來禽流感高峰期的來臨，各醫院除了設置「感染控制小組」外，亦應配合相關的醫務管理（資訊、品質、行政與資本預算），在平時即做好基本的通報系統、品質控管、病房彈性轉換使用的機制，以有效降低與及時控制感染源，並將人員傷害降到最低。
本校醫務管理學系有鑑於澳洲的技職教育及其訓練制度的特色，有助於本校醫務管理系在未來因應國內少子化與規劃在職彈性教育課程的需求，且為提升醫務管理系教師的國際視野與交流能力，並針對本國現有的醫務資訊管理、品質管理、健康促進與資本預算規劃的相關研究進行報告與交流，故擬與澳洲昆士蘭科技大學進行教師的課程設計研習、論文交流、專題講座等國際交流活動。澳洲昆士蘭科技大學(Queensland University of Technology-QUT)的教學是以注重”實際的工作應用”為主，此種教育特質就是和昆士蘭的業界保持建教合作關係，一切校內的研究和教育方向以符合就業市場的需求為導向。由於QUT重視理論和實務經驗的結合，畢業生的就業率很高。在1993年曾獲表揚為系所與課程和業界關連度最高的大學，並於同年榮獲Independent Monthly所頒予的首屆年度“澳洲大學”殊榮。此種和業界的合作哲學讓學校不僅能提供高品質的專業教育，也得以應用最現代化的技術來因應業界和政府的就職技能要求。因此，本校醫務管理系將與QUT的衛生學部(Faculty of Health)進行課程設計與論文研討等國際交流，除可提升未來教學與研究品質，亦可達到技職教育所欲達到「所學即所用」的培育目標。
目前QUT衛生學部有多項國際衛生合作計畫，項目包括中國衛生部、北京市衛生局人員在職訓練(Continuing Education Courses)、相關防疫計畫及中國兒童防虐研究計畫(Child Abuse Prevention Research in China)，並協助越南河內公衛學院(Hanoi School of Public Health in Vietnam)培訓師資與學程發展；同時，QUT衛生學部和亞洲發展銀 行(Asian Development Bank)、世界銀行(World Bank)與世界衛生組機(World Health Organization)等機構簽定衛生諮詢計畫(Consulting Projects)。因此，澳洲之行主要目的在於與QUT的衛生學部建立交流互動、課程設計研習、學術研究交流與實地參訪醫療機構等學術合作機制。除雙方瞭解醫務管理的發展現狀，也藉由課程設計研習與交流互動，吸取QUT課程設計、進階學制與國際學術合作計畫的經驗，以利本校醫務管理系制訂未來中長期課程發展計畫，並提供實務界所需的醫務管理人才。
本校自民國88年改制為技術學院以來，即積極的與國內各醫療相關機構合作。而在今（94）年度，開始立定以走向國際化為目標，除了成立跨處室之「研究發展委員會」之外，並於本校「研究發展中心」底下設置「國際學術與產學合作組」為專責單位，致力於推展與協助校內各單位進行各項國際交流。本計劃之初步預期效果希望藉此與國際學術接軌，提升教師在專業領域之研究層次、增廣國際視野及整體教學研究品質；未來期能共同擬定與發表研究成果，進一步安排兩校師生互訪與短期進修，以增進本系師生之國際觀。
In the recent years, World Health Organization urged all countries in the world to pay more attention in the upcoming outbreak of bird flu which might cause millions of people to die and unpredictable economic losses.
As we know, hospital is one of the prime channels to spread influenza. Since the bird flu is coming, many hospitals not only set up the infection control team, but also implement some health-care managements, such as information technology, quality, administration and capital budgeting managements. As mentioned above, health-care managements are expected to effectively reduce the probabilities of infection and economic losses caused by bird flu.
Technology education and training curriculum in Australia are flexible and suitable for different individuals. Therefore, Health Care Administration Department plans to corporate with Queensland University of Technology (QUT) in Australia and expand the global view.
QUT won the prize from Independent Monthly and the highest reputation in vocation-link Universities education in 1993. Because its education and training curriculum focus on hands-on experiences, its graduate employment rate is well above the national average among Australian universities,. Furthermore, faculty of Health in QUT have great experiences to cooperate with foreign countries, for example, continuing education courses and child abuse prevention research with Department of Health in China, and assisting Hanoi School of Public Health in Vietnam in teachers training and curriculum development. Meanwhile, they also have consulting projects with Asian Development Bank, World Bank and World Health Organization.
Tzuchi College of Technology has aggressively cooperated with local health care institutions since 1999. Since now, Tzuchi makes great efforts to be internationalized and has the Research & Development Center to help every department in the college to establish relations with foreign academic institutions. The international corporate plan of Health Care Administration Department with QUT will include curriculum development, information exchange session, paper presentation, and corporation memorandum signing. The predictable benefits of this project are to establish long-term career-centered curriculum and improve the quality of research and teaching in the Health Care Administration Department.
